The Flora and Fauna Guarantee Act (1988) provides for the listing of Victoria’s threatened plant and animal species, ecological communities and potentially threatening processes.
Further, under this Act, Action Statements are required to be prepared for all of the species and communities listed.
Action Statements provide background information about the species, including its description, distribution, habitat, life history and the reasons for its decline as well as guidance on how to manage these species. Action Statements also state what has been done to conserve the species and what will be done.

The Flora and Fauna Guarantee Act 1988 provides for the listing of Victoria's threatened plant and animal species, ecological communities and potentially threatening processes. Under the Act, an Action Statement must be prepared by the Department of Environment, Land, Water and Planning for each item following its listing.
Action Statements are like brief management plans. They provide some background information about the species, including its description, distribution, habitat, life history, the reasons for its decline and the threats which affect it. They also state what has been done to conserve the species and what will be done. Action Statements are designed to apply for three to five years, after which time they will be reviewed and updated.
VicForests complies with prescriptions outlined in Action Statements developed under the Flora and Fauna Guarantee Act (1988) and Forest Management Plans. These prescriptions and actions are enforceable under the Code of Practice for Timber Production (2014) and the incorporated Management Standards and Procedures for Timber Harvesting Operations in Victoria's State forests (2014).
Typically, these prescriptions require the establishment of protection zones to minimise the impacts of harvesting on the long-term survival of species where an individual plant or animal is detected or where certain habitat features are found in or around harvesting coupes.
