The Timber Release Plan (TRP) shows areas where we may conduct operations in state forests, including timber harvesting. These areas are divided into sections of the forest called coupes.
VicForests operates in two geographically separate defined forest areas (DFA), the Eastern DFA and the Western DFA.
The TRP covers areas in the Eastern DFA, that have been allocated to us by a government Allocation Order, or via special authorisation. The Allocation Order, as amended in 2019, is made by the Minister for Agriculture under Part 3 of the Sustainable Forests (Timber) Act 2004.
The TRP documentation displays all coupes on the approved TRP irrespective of their harvesting status. Coupes may be at different stages of the harvesting cycle with some areas already harvested and regenerating and others still undergoing pre-harvest planning.
The TRP is regularly updated
The TRP is regularly reviewed and updated where coupes are added, subtracted or amended. This usually occurs once a year, however it may be updated more regularly if it has been triggered by an exceptional circumstance, such as a major bushfire.
Coupes proposed to be added to the TRP have undergone initial planning and assessment processes by our expert planners who consider a range of factors including type and quality of timber, demand, and forest biodiversity and cultural values.
After these considerations, a proposed TRP amendment of new coupes, including roads, is prepared. Coupes that have been harvested and successfully regenerated or are no longer required are removed from the proposed TRP.
The proposed changes to the TRP then goes out for public consultation to give stakeholders the opportunity to submit comments.
Public consultation on proposed changes to the TRP
Public consultation and stakeholder feedback on the proposed changes to the TRP is an important part our planning process. During the consultation period we seek coupe-specific feedback on matters that should be considered in deciding whether to include specific areas in the plan or as part of more detailed planning undertaken prior to commencement of activities in the proposed new areas.
For example, coupe-specific feedback may relate to:
- timing of harvesting operations
- haulage routes
- proximity of proposed harvesting to private property or public use areas
- identification and protection of forest values within specific harvesting sites.
After the consultation period, public feedback is considered and any proposed changes adapted as appropriate. This may also result in relevant coupe-specific comments being recorded against the coupe to be considered again during our detailed operational planning phase.
Approval of proposed changes to the TRP
Following the consultation process, any required updates are made to the proposed changes to the TRP and it is delivered to our Board for approval.
Once we have our Board’s approval an official notice of the change to the TRP is published in the Victorian Government Gazette and the amended TRP is active.
Prior to harvesting all coupes undergo detailed planning.
Detailed planning
Each coupe is subject to a thorough multi-layered planning process – including numerous computer and field based assessments and surveys. These processes aim to highlight forest biodiversity, social, historical, cultural, soil and water values that require management and consideration during harvest planning and operation.
During operational planning, our experienced and knowledgeable foresters complete a range of planning steps to identify and manage values present in each coupe. This includes, but is not limited to:
- biodiversity and habitat surveys
- input from other interested land management agencies such as the Department of Environment, Land, Water and Planning (DELWP), Parks Victoria and catchment managers
- input from Traditional Owners
- neighbour considerations
- information provided by stakeholders during the TRP consultation or at any other reasonable time.
We also identify exclusion areas and determine the timing of harvesting. These additional considerations may mean VicForests will identify some coupes as not suitable or not able to be harvested. These coupes are routinely removed from the TRP.
At times aspects of operational planning may be undertaken on coupes proposed to be added to the TRP, such as biodiversity surveys or field verification of computational assessments. However, no harvesting or roading activity can occur in a coupe not on the TRP.
Harvesting regulations and requirements
All VicForests’ harvesting operations comply with the requirements outlined within the State’s primary regulatory document, the Code of Practice for Timber Production 2014 (amended 2021) (the Code) and the associated Management Standards and Procedures for timber harvesting operations in Victoria’s State forests 2021 (MSPs) in addition to VicForests’ own adaptive management procedures.
The TRP supports the ongoing responsible supply of timber to local customers and contractors in accordance with the Victorian Forestry Plan.
